USMCA Origin Documentation: What to Check Before Shipping

Shipping goods between the United States, Mexico, and Canada does not automatically make them USMCA-originating. Check the rule that applies to the product and retain evidence supporting a preferential claim before treating the shipment as duty-free.

Apply the product-specific origin rule

USMCA origin treatment depends on the applicable rules and supporting production information, not simply the shipping country. A product may require review of its materials, processing, tariff classification, and the relevant product-specific rule. Ask the supplier for evidence that supports the actual finished product. A statement that the goods were shipped from a member country is not the same as evidence that they qualify.

Do not apply one percentage threshold to every textile, vehicle, or other product. Have the importer and qualified customs adviser review the relevant requirements for the entry. Changes in materials, supplier, processing, or classification may require a new assessment even when the shipment follows the same trucking lane.

Prepare the certification information

CBP states that a certification of origin can use any format if it includes the nine minimum data elements in Annex 5-A. Review who may certify for the specific transaction and make sure the certificate describes the covered goods and period accurately. Keep supporting origin records available rather than relying only on a document title.

Give the broker the invoice, packing list, classification support, origin documentation, importer details, and intended preference claim. Ask what is still missing before dispatch. Preferential treatment does not remove product safety, admissibility, or other agency requirements. Confirm applicable duties and any other measures for the actual entry date.

Connect the customs review to the transport plan

Name the importer, broker, and freight coordinator before pickup. Agree who answers document questions and who approves corrections. For North America trucking, confirm the border handoff and delivery requirements; for ocean or air connections, align the customs plan with the destination gateway.
